Old problems in new bodies
Article Abstract:
The arrangements under which Britain's new universities were set up are very different from those of the old universities, yet the Nolan report into standards in public life fails to make any distinction between the two. The new universities lack the polycentric structure of checks and balances of the old universities, being headed by a powerful chief executive supported by a governing body of people with experience in industry or commerce. The new universities therefore lack structural accountability to their staff, students, academic purpose and local community.

Article Abstract:
Oxford University faces many challenges as it considers its future under the UK's new Labour government. This comes after a period of dramatic change since the early 1970s. Its colleges are set to see financial difficulties, and there is still the serious problem of competition between the university as a whole and the individual colleges. The university risks missing out on many valuable opportunities if it cannot ensure that internal tensions are resolved.
