Universities have a primary duty toward their students, but also have local roles and responsibilities and a vested interest in enhancing the special qualities of the cities where they are located. Oxford Inspires is a cultural development agency for Oxfordshire, formed to generate the added value and public benefit that can be derived through intense collaboration between two local authorities and two universities.

In Tower Hamlets, Bangaladeshi pupils form the largest ethnic group in the borough and outperform both white UK and African Caribbean pupuls in GCSEs. Girls outperform boys and aspirations to go on to higher or further education developing during their time at secondary school.
