Peer review: democracy, sausages and lotteries
Article Abstract:
University of Essex, England, Professor Les Allen suggests funds for research projects should be awarded on a lottery basis. Royal Society Head of Science Advice Peter Collins and Biological Secretary Peter Lachmann point out the peer review system, of awarding funding for research, may exclude innovate research in favour of less risky projects. They feel it is open to abuse and is expensive. Nottingham Trent University, England, Lecturer Mark Griffiths suggests, from his own experience, the system is too subjective and is often based on the reviewers own interests and beliefs.

Higher education institutions, unlike many organisations and businesses, have been extremely slow to make efforts to enhance their capacity for organisational learning in order to maintain their competitiveness. The pace of institutional learning is often slowest in the more scientific institutions where individual disciplines determine people's careers and dialogue among colleagues from different disciplines is rare. Academics must learn to focus on the organisation rather than on the discipline in order that an institution may develop a shared vision and strategy.

Saving for a brainy sort of pay
Article Abstract:
Higher education has traditionally been funded by governments, fees paid by students, and contributions from charities. There have been problems with these three traditional sources of funding, so a new source should be tried. This is a human capital asset market which could be set up to allow bonds to be issued by universities to pay for education. Bondholders would own a proportion of the students' earning power. This would involve competition between investment types and less risk of overinvestment in specific academic fields.
