Policy framework missing
Article Abstract:
Shadow Secretary of State for Education and Employment Stephen Dorrell has been very critical of the UK Labour Government's proposals on learning and training. He accuses the Minister for Education and Employment David Blunket of having few new ideas. Additional funding of 150 million pounds sterling will not be used to pay for new strategies but allocated to programs already in existence. Blunkett had promised to give people the chance to receive education and training after they had left school. Dorrell points out sufficient funding for quality training schemes is vital for the UK economy.

A year of chatter but little money
Article Abstract:
The first year of the UK Labour government has led to increasing concerns from those working in higher and further education. They fear new sources of income will not be sufficient to pay for the estimated deficit of some 565 million pounds sterling, by the year 1999. The Kennedy Report was welcomed but few new resources were promised to help its implementation. Some further education colleges are worried the New Deal for the unemployed will result less income for full-time courses. The government have also chosen to abolish maintenance grants and plans to introduce means-testing for fees.

Lots of questions but too few answers

United Kingdom Liberal Democrat Spokesman on Further and Higher Education Phil Willis has criticised the Labour Government's plans for adult learning and training as being influenced by treasury constraints. Willis points out any new funding will only come from students paying their own fees. The Minister for Education and Employment David Blunkett has failed to live up to his promise of providing educational opportunities for everyone. The green paper 'The Learning Age' does offer some good ideas in the form of a University for Industry and help for the young who are failing at school.
