Poor reap benefits of boom years
Article Abstract:
The 1991 UNESCO Report indicates that university student enrollments in the West are 50% below the world average, which doubled between 1970 and 1992. During the 1970s increases of 800% in sub-Saharan Africa, 600% in East Asia, Pacific and Arab countries, 400% in Latin America and the Caribbean and 200% in South Asia were recorded. The increase slowed in the 1980s but remained higher in developing than in developed countries. However less than 10% of 18 to 23-year-olds in the undeveloped countries enter higher education, compared with over 30% in the developed world.

Article Abstract:
Investigations indicate that Paul Touvier, 76, who is accused of several atrocities in the Second World War including involvement in the execution in Lyon, France, of seven Jewish hostages, has been protected and financially supported by many catholics including bishops, monks and nuns. Touvier, who was chief of militia under the Nazi occupation, is said to have spent years living in monasteries and abbeys and also in a house in Chambery, east of Lyon. The Archbishop of Lyon, Cardinal Albert Decourtray, has expressed extreme sadness at the revelations.

Furore over hidden files
Article Abstract:
France keeps state documents on restricted access, some critics say restrictions are similar to those in former Communist countries. The French police took a special census of Jews in 1940, informationfrom these files was used to send Jews to Nazi death camps. Some material is kept in closed access for 60 years, and the releasing of the Jewish files has led to calls for more material to be released to the public.
