Initial steps are being taken towards removing Japan's universities from their exclusive links with the national government and the ministry of education. The government aims to establish modern business structures within the management of universities, setting up regional boards of overseers.

Japanese courts asked to step in to prevent closure

Hagi International University, a small private university in Japan's Yamaguchi prefecture, has filed for debt relief and protection from creditors in the Tokyo District Court, becoming the latest victim of increasing competition for undergraduate students in Japan. The university, which has liabilities of Y3.7 bil, blamed declining enrolments for its financial predicament.
