Article Abstract:
The proposed UK Teaching and Higher Education Bill will allow the education secretary to decide how student loans will be repaid, the level of interest on the loans and the eligibility criteria for loans. Clause 18 of the bill will allow the government to demand any fee payments received by universities. Future governments will be able to change the level of fees for students already undertaking a course of study. The bill also calls for headteachers to be professionally qualified. Some observers fear the bill will allow the government to much leeway to interfere into higher education.

CVCP cuts up rough on bill
Article Abstract:
The Committee of Vice Chancellors and Principals (CVCP) has warned the Government of the consequences should its demands not be taken into account when amendments to the Teaching and Higher Education Bill are tabled in Jan. 1998. The CVCP will back an amendment drafted by Liberal Democrat peer Earl Russell unless the Government meets its concerns. Russell's amendment opposes the inclusion in the bill of the controversial clause 18 dealing with fee charging which has been condemned by academic legal experts.

Union demands fee promise
Article Abstract:
Issues concerning pressures by the lecturers' union in Great Britain on the government to impose a certain level of university tuition fees are discussed. Particular attention is given to fears that a fee increase might cause differentiation.
