British politician Sir Ron Dearing recommends that full-time higher education students contribute funds towards to their education. He outlines funding arrangements for the short-term and long-term. Further details on Dearing committee report are given. Education secretary David Blunkett will, on the basis of the Dearing report, introduce tuition-fee payments. However, a means-test will be introduced. Blunkett also proposes to cut maintenance grants against the wishes of Dearing. Education minister Baroness Blackstone reiterates the government's plans.
