Attempts to rebuild the university system in Iraq are being hampered by insurgency, doubts about the country's long-term stability, and, according to the country's ambassador to Unesco, Muhi al-Khateeb, a perception of corruption. However, Akhtar Najmaddin, Minister for Higher Education of the semi-autonomous Kurdish region, argues that the Kurdish region offers a relatively safe have for international collaborators.

Article Abstract:
Cambridge University academics claim that senior managers are trying to implement governance reforms similar to those at Oxford University. Alison Richard, vice-chancellor, has set up an advisory group and it is understood that the group has recommended that two external members be added to the governing council of the university.
