The Federal Energy Regulatory Commission (FERC) directed the closure of Edwards Dam in Maine and ordered licensees Edwards Manufacturing Co and Augusta, ME, to pay for it. Industry groups such as the American Public Power Assn opposed the ruling, while environmentalists welcomed it.
