International privatization: weighing the risk of build vs buy

Investors are taking advantage of privatization of the electricity industry by bidding for existing plants which they deem profitable. Although, these investors admit that there are certain risks associated with this strategy, they believe that profits from such facilities are almost as certain as an annuity.
