What it takes to be an Internet service provider

A number of electric utilities are leveraging their telecommunications assets to enter the Internet service provider (ISP) business. These assets include the utility's extensive rights of way, fiber networks and customer service. Utilities generally operate at ISP level 4, that of providing the interface for dial-up customers by leasing the service from level 2 or level 3 providers.
