That the terrorist attacks of Sep 11, 2001, were carried out in a low-tech way does not imply that work on technical aspects of counterterrorism ought to be curtailed or abandoned. Rather, technical methods and intelligence need to be reviewed as part of a renewed effort to strengthen them.
