Attempt to reform Japan R&D bodies flounders
Article Abstract:
The Japanese government's unsuccessful attempt to reform semi-government associations that play a major role in the country's R&D efforts highlights its inexperience in science and technology policy-making. The reforms called for the abolition, reduction, privatization, merger or transfer of selected tokushu hojin, as the associations are called. Although the reform process had already started, it fizzled out after the Kobe earthquake. Some $92 billion are allocated to the associations each year.

New Japanese proposal for international R&D
Article Abstract:
The proposal of Japan's Ministry of International Trade and Industry for all members of the Organization of Economic Cooperation and Development to map out guidelines in launching international industrial research and development projects is seen asan attempt to take advantage of the industrial know-how of the West. Officials from Washington and the capitals of Western Europe are afraid that the Japaneseproposal is geared toward promoting the Asian economic giant's 'technoglobalism' policy.

MITI asks 16% more for '93 research
Article Abstract:
Budgetary increases of 16% each were requested by Japan's Ministry of International Trade and Industry and the Ministry of Education, Science and Culture. The funds are earmarked for increasing mostly energy-related research activity in the public sector, which previously was monopolized by the private sector. Initially, the funds will come from a special fund but new taxes will need to be imposed.
