Article Abstract:

The House of Commons Northern Ireland Affairs Committee will review Northern Ireland's planning system. There are concerns that planning does not respond to the requirements of the community and there is a lack of local government structure. Planning appeals are determined by the Planning Appeals Commission and there is a lack of accountability to a locally elected representative. The planning service needs to improve its successful urban regeneration programme although the shortage of professional planners could jeopardise opportunities for real planning.

Article Abstract:

Dorset County Councils provides a liaison officer who acts as a bridge between agencies and the gypsy population in Dorset. In Essex, the county council has adopted a new code of conduct to tackle the challenge of accommodating gypsies in the metropolitan fringe. Each temporary site must have no more than four caravans and must have no serious effect on amenity. Encampments may be allowed a time extension under certain mitigating factors.
