EPA and DOJ propose RMP access regulations
Article Abstract:
The EPA and Justice Dept have proposed a joint rule to regulate public access to offsite consequence analysis (OCA) information detailed in risk management plans (RMPs) that are required by the EPA from facilities handling large amounts of extremely hazardous chemcials. RMPs provide data about the risk a facility poses to the surrounding community and summarize the facility's program to manage this risk. However, the Clean Air Act requires that RMPs be made available to the public. Law enforcement organizations have argued that such access would enable terrorists to target US industrial facilities particularly if the RMPs and the OCA information they contain are posted on the Internet.

EPA proposes pesticide NESHAP
Article Abstract:
The EPA has proposed single set of national emission standards for hazardous air pollutants (NESHAP) for production source, pesticide active ingredients (PAI). The proposed rules are designed to reduce emissions from existing and new facilities that manufacture PAIs used in herbicides, fungicides and insecticides by implementing maximum achievable control technology. The major hazardous air pollutants emitted by these facilities, which are typically covered by standard industrial classification codes 2879 and 2869, include toluene, methanol, methyl chloride and hydrogen chloride.
