German-Russian science cooperation increasing
Article Abstract:
Germany has 74 scientific and techonological projects with Russia and is Russia's leading scientific partner. The 74 projects are funded by the German Ministry of Research and Technology which has given Russia $16.1 million for 1993. The main emphasis on the German-Russian scientific research is space technology, followed by nuclear and non-nuclear energy. The International Science and Technology Centre was established in Moscow, Russia to find jobs for Russian scientists, in an attempt to prevent them from seeking overseas employment. About 3,000 scientists left Russia in 1992 because of low pay.

Europe reexamining its Science Ph.D. resources
Article Abstract:
A report by the National Science Foundation (NSF) highlighted the quantity of doctoral degrees and efforts to reform research programs in Europe. The NSF noted the sustained growth in the number of degrees and spending for research at universities. However, certain developments are expected to affect research efforts in the region. For example, spending for research allocated by the German government has been declining. Reforms of the university system and research programs by the European Union are also cited.

Microsoft takes first step toward globalizing R&D
Article Abstract:
Microsoft Corp is planning to open several research and development facilities outside the US. The software company has already decided to establish its first laboratory in Cambridge, UK. Chief Technology Officer Nathan Myhrvold stressed that Cambridge University offers strong computer science expertise and that the region has a healthy high-technology industry and information technology infrastructure.
