Article Abstract:
Many councillors and local government officials are taking a new look at local authority management practices, especially in areas which will soon have to deal with the impact of local government reorganisation. They are questioning the effectiveness of the traditional committee system and are considering other models of decision making which could make a greater contribution to open government. These debates will inevitably have an impact on management practices in local government planning departments.

Innovation in renovation
Article Abstract:
Comparisons between urban policy and city government in the UK and the US are made. Two US models in urban management are discussed, including the city of Baltimore which has severe socio-economic problems. However the city has an international reputation for bold municipal leadership under mayor, Kurt Schmoke. Phoenix's strengths are a strongly committed authority and the intelligent use of competition.

Fit to manage in a time of radical change?
Article Abstract:
Local government reorganisation will be affected by the forthcoming local elections. If voting in England and Wales follows the Scottish pattern, the Conservatives will lose many local elections. In several regions, 'shadow' councils will be voted in to plan new local authorities over a 12-month period. However, the opportunity for innovation may be missed due to time constraints.
