Article Abstract:
U.S. Congress ordered that the U.S. Patent and Trademark Office (PTO), which up until then is funded by tax revenues, instead fund itself through application and maintenance fees. U.S. patent policy make it easier to obtain patents, to enforce patents against others and to extract large financial awards from such enforcement but harder for those accused of infringing patents to challenge the patents' validity.

The recent move by the United States Congress to amend the Patent Reform Act of 2005 is reviewed. The reform aims at redressing the incongruency between furtherance of innovation and protection of rights of patent holders.
