Power-shortage fears spur technology - but not legislation

Engineers who participated in a conference sponsored by the American Consulting Engineers Council and the United States Energy Assn spoke of opportunities for consulting engineering with the deregulation of electric services. For instance, Black & Veatch Chmn PJ Adams said deregulation would spur demand for new power plants, which in turn will require the use of high-end engineering consultants. Adams estimates that Black & Veatch would earn as much as $2 billion annually in consulting work.

ISO New England suspects market collusion

ISO New England has voided the wholesale market prices for Jan 2000 due to the suspicion that some power generators or marketers may have tampered with its electricity market prices. The supervisory group's suspicion was aroused after the price of installed capacity rose to $18,000 per megawatt of capacity. It believes that there is an attempt to monopolize the market for installed capacity and to drive up prices.

Future uncertain for national restructuring legislation

The move by the North American Electric Reliability Council to convert itself into an organization that is capable of formulating reliability standards continues to lack support from both houses of Congress. The proposed national electricity restructuring legislation is aimed at addressing Congress' goal of ensuring the reliability of the nation's power grids in the event of full electric utilities deregulation.
