Councils warned about challenging inspectors
Article Abstract:
Local planning authorities have been warned against ignoring local plan inspector's recommendations. This follows the defeat of Harlow District Council in the High Court, over its housing land allocation. The council was attempting to meet a 440 dwelling shortfall, but the judge rules that the site chosen had not been closely scrutinised at the local plan inquiry.

'A quiet revolution' unfolds in transport
Article Abstract:
Several local authorities are adopting sustainable transport alternatives including Cambridge, York and Nottingham. The 'Streets Ahead' network of authorities will make a big impression on urban transport problems according to Transport 2000, a pressure group. Model projects include networks of 'green routes' for buses and car free zones.
