Article Abstract:
There were major developments in the business, technology and regulatory aspects of telecommunications in 1991 which will also impact the industry and markets in 1992. Regulatory developments included the Jul 25, 1991 ruling allowing Bell Regional Holding Companies to provide information services, the adoption of the GSM personal communications services (PCS) standard by the European community and the US Federal Communications Commission's publishing a PCS policy and announcement that it may begin allocating PCS frequencies in the 1.8-to-2.2-GHz band in 1992. Business developments included agreement by all parts of the telecommunications industry on the National ISDN 1 plan for implementing Integrated Services Digital Networks. Technology developments include the implementation of the second generation of undersea lightwave cable systems and ongoing AT&T research on the third generation of the technology. The forthcoming 1992 World Administrative Radio Conference and the state of mobile phone services are briefly discussed.

Communications systems in 1992, such as desktop and portable computers, telephones, facsimile machines, cable television, CD ROM, audio receivers and other devices, began to become the global communications devices they are touted to be by their manufacturers. In 1992 advances were also made in fiber optics; erbium-doped optical fiber amplifiers moved into production and deployment. In Jun 1992 the US Federal Communications Commission gave Bell regional holding companies permission to transmit television to homes over phone lines, although the Bells still are not allowed to own cable TV companies in the US. Nynex, Pacific Telesis and US West are entering the cable TV business outside the US. The personal communications business is growing and many cable TV companies are going into the market with wireless communications companies and competing with local phone companies.
