The 'proposal contract,' a proposal that can also function as a contract, can be a solution to the problem of contract preparation that can cause the delay of a construction project. Such a contract is applicable to machanical/electrical projects, construction-management or design-build services, construction and architectural projects. A proposal contract, which does not always need to appear as a contract, is often formatted as a letter that has a line for a client's countersignature.

However, the achievement has been overshadowed by concerns regarding the interpretation of the code by the individual code groups.
