Transport planning hits a fast track to '95
Article Abstract:
The publication in Mar 1994 by the DoT and the DoE of PPG13 (transport) marked a watershed in transportation planning in the UK. It was the first time that the government had acknowledged that local planning authorities can play a role in reducing people's need to travel to carry out their everyday activities and thus assist in meeting the environmental targets set down in the government's 'Sustainable Development Strategy.' The government has now realised that new road building or upgrading existing roads can be environmentally unacceptable, and this new approach to transport planning is likely to be further expanded in 1995.

Learning to control the urban fabric
Article Abstract:
Japan is actively engaged in a nationwide programme to improve its urban developments and replace the inadequate infrastructure built after the second world war. The planning legislation of 1919 was later amended to award greater power to controlling planning bodies. Future city developments will cater for environmental considerations. The city of Yokohama has been managed by Urban Design Administration since 1976. Its design programme includes major refurbishment and community artwork.

Curbing Britain's driving ambition
Article Abstract:
Road building schemes may not solve problems of traffic congestion since they can encourage more travel. The UK government has given permission for a road bypass for Newbury, England. The proposed route favored by the government destroys a number of sites of historical and scientific interest. Cars have been associated with economic growth, but there is no inevitability about their supremacy. There are limits to growth of automobile usage and protests are likely.
