Internal and external scope in willingness-to-pay estimates for threatened and endangered wildlife

Article Abstract:

Economic analysis is not required in the US to list an endangered species, although it is used in evaluating the critical habitat designation decisions. Economists often use non-market valuation methods to estimate the benefits of protection, but only the contingent valuation method (CVM) is able to measure passive use values. Two different procedures for testing the National Oceanic and Atmospheric Administration (NOAA) first validity issue, inconsistency with rational choice, were compared, using individual split-sample probit estimations and a paired response bivariate probit model, based n the willingness-to-pay (WTP) responses. The independent split samples passed the scope test although the paired samples did not.

Use of questionnaires and an expert panel to judge the environmental consequences of chemical spills for the development of an environment-accident index

Article Abstract:

An Environment-Accident Index (EAI), a simple tool used to facilitate the consideration of a multitude of influential variables is studied. The aim of the study is to evaluate whether questionnaire-based expert panel's judgments could provide useful data on the environmental consequences of chemical spills, and an effective basis for further development of the EAI.

Risk aversion and the external cost of a nuclear accident

A method of incorporating risk aversion into the evaluation of the cost of nuclear accident is proposed, including a numerical application based on French data.
