The "short cut" approach for the reality of enhanced groundwater contamination
Article Abstract:
A "short cut" conceptual model is useful and generally applicable for analyzing enhanced groundwater contamination. The model predicts an irreversible harmful effect of the contemporary groundwater management policies on the environment in the long run. The model calls for preventive measures, rather than correctional measures, for the rational and long term management of groundwater resources. The model is a sound response to the current state of affairs for the groundwater resources management. The case study of Israel Coastal aquifer using short cut approach is discussed.

The study of drought planning and water allocation in the State of Minnesota and the factors facilitating and constraining local capacity for draught planning are described. The analysis of experiences in Minnesota highlights problems that can occur when senior governments establish policy frameworks, which increase responsibilities at the level without taking note of local capacity.
