Serious crime is on a downward trend
Article Abstract:
It may well be true that serious crime is decreasing, but disproportionate numbers of minorities continue to be the victims of crime. A 1997 report of the ABA drew these two divergent conclusions. The report stated that although serious crime is still closer to 20-year highs than 20-year lows, it is on a downward trend. Alarming increases in drug use and juvenile crime are also abating.
