Colonialism's back - and not a moment too soon
Article Abstract:
Operation Restore Hope in Somalia and possible intervention in Bosnia are examples of a new type of colonialism in which intervention is a response to a grass-roots appeal in a place where normal government has broken down. A trusteeship system may be the next step.
