Dominic DiFrancesco criticized the $3 million US offer of aid to Vietnam in exchange for information on prisoners of war (POW). He argued that while the US is moving towards normalization, Vietnam continues to stall on the POW issue.

The US government must clarify its position on prisoners of war and soldiers considered missing in action. Relations with Vietnam should not continue unless it can account for those missing.
