Rabin plans to revive Israel's economy and sustain peace talks with the Palestinians.

The military is a shadow of its former self in the 1980s when America's armed forces were adequately manned and armed. The end of the Cold War meant hefty cuts in defense spending which has hit the nation's military hard. At least $112 billion is needed to stop the erosion to the military.
