Japan has changed tremendously between the beginning of World War II and the 1990s, and many Western values have been blended with its traditional culture. Important changes include emphasis on freedom of expression, voluntarism and new roles for women.

Growing public participation in volunteer activities

A small but growing number of Japanese are becoming involved in volunteer activities to help others. One organization is promoting voluntarism by creating a time-credit system in which volunteers earn credits to receive future services.
