Article Abstract:
The US federal government has to fulfill its obligations toward all past, present and future service members, which would help to improve their quality of life. Decline in quality of life for military personnel and their families could put them under financial and emotional stress, and adversely impact recruitment and retention, which would undermine America's national security.
