Is Congress still the people's forum?
Article Abstract:
Norman J. Ornstein says that Congress is more honest now than before. However, it is more sensitive to public opinion than it is to its role of meeting the needs of a very demanding public. He further says that by nature Congress is sluggish and ineffective.
