The 78th American Legion National Convention in Salt Lake City, UT, was graced by two presidential hopefuls, Bob Dole and Ross Perot. The occasion also witnessed the legionnaires commit to expand veterans' health care and protect the Old Glory through a constitutional amendment.

Miller highlights veterans' concerns

Lousiana Rep John Cooksey's description of appropriated military veterans' health-care benefits as being a 'handout' on Oct 6, 1998, drew a stinging rebuke from Miller. Miller pointed out that veterans' health care funding appeared to be budget- rather than needs driven.
