A color-blind society
Article Abstract:
The notion of a color-blind society implies that equality exists between the different races. However, this purported equal opportunity in economic, professional and political terms does not really exist. This so-called color-blind society is, therefore, merely a smokescreen for the existence of a racist society, in which blacks, Hispanics and other non-white groups are allowed to enjoy opportunities only as individuals and not as a group. This situation characterizes the California of the 1990s and something should be done to balance the economic scale.

"Nesting" in the Assembly does not refer to a comfort zone
Article Abstract:
The Assembly members are nested into a state senate district as a result of reapportionment. Term limits of Proposition 140 endorsed by the Nov 1990 vote requires that the members seeking continuation in the Legislation after 1998 will have to be a part of the Senate. This will promote rivalries and the resulting tension will complicate the business of law making leading to a shift of power to the Senate.
