A question of governance
Article Abstract:
The administrative machinery of California is failing to provide the expected jobs, safety and quality of life and many believe that it is passing through a period of political recession. However, the defect lies with the people of the state and their ignorant attitude and not in the government structure because a government is only as good as the people within it. Presently, the scores on school test are low, government funding for social services is diminishing, and the political will that constructed and maintained California is responding only when a crisis that impacts the middle or upper classes occurs.

Rookies
Article Abstract:
Two-thirds of the 35 legislators, most elected to the California Assembly for the first time in 1994, represent southern CA, indicating the precedence of that area of the state. Experts believe that such a political shift and subsequent regionalism may influence policy making on issues essential to the south, including water and transportation. A freshman member may possibly assume the assembly leadership, especially if the Democrats regain power. While Richard Katz is the potential leader of the Democrats, James Rogan of Glendale is a potential Republican freshman leader.

Family feud
Article Abstract:
Members of the California Republican Party have conflicts concerning political issues. Orange County District Attorney Michael Capizzi was excluded in a GOP convention held in Anaheim, CA. This was due to his negative actions on past political activities he was engaged in. Another conflict involved Democrat Loretta Sanchez and Representative Robert Dornan which started in the 1996 election. Sanchez won as Orange County's Congresswoman. These conflicts would greatly affect California GOP's plan for the 1998 elections.
