California mental health care: from the snakepit to the street?
Article Abstract:
The community care initiative for mental health patients in California began in the 1960s. The number of mentally ill patients in state hospitals has been reduced to 5,000 from 35,000, however, the community care patients now add to the homeless or criminal statistics. It is estimated that the mentally ill cost the criminal justice system in California alone some $1.2-1.8 billion.

Article Abstract:
California's new nurse-patient staffing ratios are the first in the nation, after five years in the works, marked by deep divisions between hospitals and nursing groups. The regulations were opposed by hospitals, as the ratio would be unworkable, compromising patient's care and forcing closure of hospitals.

Steve White is appointed to head the state Office of the Inspector General, an independent agency that investigates that state prison system and recommends changes. The court singled out investigations that prison officers had perjured themselves and allegations of inmate abuse by guards.
