Changing the price of pork: the impact of local cost sharing on legislators' demands for distributive public goods
Article Abstract:
A study was conducted to analyze the effects of local cost sharing on legislators' demands for distributive public goods. Legislators' responsiveness to their constituents' share of project costs was examined using the Water Resources Development Act of 1986. Results indicated that higher cost shares significantly minimized the demands of legislators for locally beneficial projects. Findings also suggested that local cost sharing for national legislators is a more efficient method of carrying out central government fiscal policies.

Local property taxation with external land ownership
Article Abstract:
Analysis of tax-poll subsidy policy formulation in the context of tax exporting reveals that the optimal property tax is the optimal tariff when residents are homogeneous. The study also reveals that differences in incomes and mobility across jurisdictions produces differences where tax exporting, intrajurisdictional redistribution and congestion are the determining factors.
