Comparing tax expenditures and direct subsidies: the role of legislative committee structure
Article Abstract:
The impact of legislative committee structure on policy outcomes was examined through a comparison of a decentralized system of specialized committees and a tax committee. A model of endogenous commodity taxation was used as the underlying framework of the study. Results reveal that the tax committee structure leads to lower subsidy levels under a wide range of assumptions. The theoretical findings are used to elucidate two historical episodes involving institutional changes in the US Congress.

Optimal Subsidies to Declining Industries
Article Abstract:
Care should be taken in granting government subsidies to declining industries to prevent misallocation of resources. Subsidies tend to become permanent to the benefit of vested interests. An optimal efficiency subsidy is suggested that balances short-run gains and long-run losses. The subsidy should be lowered if unemployment occurs, and raised under full employment.

The impact of differential payroll tax subsidies on minimum wage employment
Article Abstract:
Issues concerning the extent to which total labor costs were affected by low-wage employment in France between 1990 and 1998 are discussed. Particular attention is given to analyses of data obtained from surveys carried out by the French Labor Force.
