Article Abstract:
The US government used to manufacture most of its own armaments, but beginning with WWII and the Korean War, private industry became more important to defense procurement. A 1963 article on defense procurement is presented to show the evolution of thinking on the issue of outsourcing.

Woodrow W. Storey's 1963 article "Contract Peformance by Industry," reprinted in the Spring 2001 issue, shows how the desire to protect the taxpayer from being ripped off by unethical defense contractors remains a central theme of government financial management after almost 40 years.
