Optimal allocation of tradable pollution rights and market structures
Article Abstract:
A study analyzing the benefits in terms of pollution abatement resulting from initial distribution of tradable environmental rights is presented. It is also observed that market forces tend to bring down these benefits. An environmental policy that reduces the distortion of envisaged benefits from the distribution of tradable pollution rights is suggested.

Optimal regulation of private production contracts with environmental externalities
Article Abstract:
The problem of optimal regulation of an industry where the production of a polluting output is contracted with independent agents is analyzed. It is concluded that the equivalence principle is upset only when the effects of regulation on the endogenous organizational choices of the industry are explicitly taken into account.
