On efficiency of decentralized environmental regulation
Article Abstract:
A study on the applicability and efficacy of environmental standards in cases of mobile firms is presented. When a firm moves from one jurisdiction to another, the environmental standards may be either too high or too low based on the local policies. However, it is difficult to identify an efficient decentralized environmental standard in which the return generated by the firm in form of labor and additional output in an area offsets the costs of marginal increase in emissions that were permitted.

Controlling pollution with relaxed regulations
Article Abstract:
The features of environmental policies composed of pollution standards and costly inspection processes are investigated. It is found that the characteristics of these policies depend mainly on when the firm selects the technology. A principal-agent model in which the regulator chooses the terms of the policy and the firm selects the pollution level and the investment in environmental technology is presented.
