Article Abstract:
Political consultants in California are increasingly working for interest groups rather than for political candidates. Proposition 208 severely restricted legislative candidates' fund-raising capabilities by placing a ceiling of $250 on individual donations, so financial support has transferred to the interest groups. Interest groups have also become the stable forces in politics since term limits created a greater turnover of politicians, and they are increasingly seeking a more active role in campaigns.

Article Abstract:
California Correctional Peace Officers Association (CCPOA) Pres Don Novey was able to successfully transform the union from just a bunch of prison guards into a strong political force. Campaign strategists and consultants say that CCPOA is a very important and powerful political component because their endorsement carries a lot of weight. He added that there is a need for a standardized training and job descriptions for the officers to professionalized the ranks.
