Article Abstract:
California Journal makes a ranking of legislators every two years based on a questionnaire that some more than 1500 members of the Capitol community that includes lawmakers, lobbyists, legislative staff, administration officials and press corps, answer. It has eight categories namely, legislator of the year, rookie of the year, intelligence, integrity, problem-solving, hardworking, ambition and influential. For 1998, Senator Bill Lockyer is the recipient of the Legislator of the Year award.

Election 2004: the March primary
Article Abstract:
The March 2004 ballot contains a presidential primary that may or may not have national significance for the Democratic Party. The election is driven by a pair of propositions and a newly elected governor Arnold Schwarzenegger who has asked voters to back a specific program rather than himself.
