Does means-testing welfare discourage saving? evidence from a change in AFDC policy in the United States
Article Abstract:
Quantitative and qualitative analysis of asset testing requirements for welfare recipients reveals that asset testing can discourage saving among female-headed household groups. The study finds that an increase of $1 on the asset limit results in increased savings of 25 cents for the group suggesting responses to changes in increased opportunities to save and that the findings are reasonably robust to a number of sample restrictions. The study suggests caution when applying asset tests to welfare recipient testing.

Evaluating effective income tax progression
Article Abstract:
Research efforts led to the development of an algorithm that can calculate effective tax progression profiles using information in concentration and relative concentration curves for taxes and post-tax incomes. The algorithm is intended for cases when taxes are a function of money income and the data is in summary form. The algorithm showed that undue information compression consists of a scalar progressivity index resulting from a collapse of concentration data.
