Does the government crowd-out private donations? New evidence from a sample of non-profit firms
Article Abstract:
Government crowd-out of private donations is apparent but relatively incomplete. An evaluation of 430 non-profit organizations in operation from 1982 to 1992 reveals that modifications in grants from the federal government did not effect changes in individual donations to the non-profit organizations. This analysis was determined through controlled company differences and political and economic factors. In another specification, with controlled federal donation characteristics, crowd-out was estimated to amount to 50 cents on average.
