Article Abstract:
Federal regulations and environmental concerns have influenced California's water policy which may prove detrimental for farmers. The state Water Resources Control Board's draft Decision 1630 has limited water distributed from the Sacramento-San Joaquin Delta while HR 429's allocation of 600,000 to 800,000 acre feet of Central Valley Project water for fish and wildlife use further reducedd farmers' sources of water supply. The state has tried pooled purchasesof water to cope with the drought but farm-area water districts were concerned that this may cause water transfer from rural to urban areas.

Article Abstract:
The Republican and Democrat compromise on the 1992-1993 state budget submitted by Governor Pete Wilson was signed 65 days after the Jul 1, 1992 deadline. The $57.4-billion budget finally approved showed cuts in the apportionments for all social programs, with only the Department of Correctionsportion spared. Most severely affected were state funding for education and health. The difficulties in financial approriation largely stemmed from a widening gap between decreasing state revenues and increasing number of Californians depending on the state's social programs.
