Article Abstract:
The process of drafting California's 1997-1998 state budget has undergone the second-longest stalemate in the state's history. Many blamed the stalemate on the differences between the state's policymakers while others argued that the budget process itself was the cause for the delay. Among the reasons cited for the delay were the system of ballot-box budgeting; the recession, natural disasters and the implementation of the new federal welfare reform law; the term limits on the state's legislators and partisan friction between the members of the budget conference committee.

The dial tone wars
Article Abstract:
The 1996 Telecommunications Act is opening up competition in local telephone services. To date companies such as Pacific Bell and GTE have held monopolies in their local areas. Deregulation will enable customers to buy all their telecoms services from one supplier. The Californian telecoms market is valued at $15 billion, with a total number of 27 million telephone lines.
