Grandfather rules and the theory of optimal tax reform
Article Abstract:
An investigation regarding the consequences of grandfather rules (GR) within the setting of the 'optimal tax reform' (OTR) program revealed that, by transforming possible losers from reform into gainers, well-built GR lowered political opposition to efficiency-enhancing tax reforms. Such GR also furnished an efficient reform activation instrument if the state planned to dispense the profits from reform equitably and was determined to forgo the gains from productivity to do so. However, GR should be used cautiously because these rules caused efficiency losses over a long period of time.
