Infrastructural competition among jurisdictions
Article Abstract:
Cities and towns which struggled to attract industries by constructing infrastructures of no alternative value wasted social resources, whereas a realistic assessment of their chances of attracting industries might have induced some localities to cease competing. Infrastructural competition arose when Congressional appropriations committees began distributing grants worth $1 billion to localities for the construction of university-based high technology centers and Economic Development Administration grants. These grants were issued on the basis of log-rolling in committees, not on merit.
